If you value your privacy and contractual rights, be very careful with this management.
Currently, Lerner Enterprises is forcing residents to use a third-party app ("WebParkingPass") that mandates the upload of sensitive Personally Identifiable Information (PII), including scans of your Driver’s License and Insurance, just to access the parking you already pay for.
The main issues:
Contract Violation: These data-sharing requirements are not in the standard Lease Agreement. Management is essentially rewriting the contract after it's signed.
Privacy Concerns: Forcing residents to hand over sensitive ID scans to an unvetted third-party vendor violates basic data minimization principles (VCDPA).
Intimidation Tactics: They are using the threat of predatory towing to coerce compliance. Note that the towing signs recently installed on Kent Drive are anonymous and fail to comply with Va. Code § 46.2-1231 (missing required contact info).
Poor Management: Escalations to onsite staff (Shelley and Mahdi) and Corporate (David Page) have been ignored. They refuse to provide a simple, privacy-friendly alternative like a manual whitelist.
Summary: This property has shifted from providing a home to harvesting resident data through coercion. I have already filed formal complaints with the Virginia Attorney General (OAG) and the BBB. Prospective tenants should ask to see the parking policy and data privacy disclosures before signing anything.
