Central West Apartments

I recently moved into the Central West Apartment downtown Salt Lake City, the building looks great , just came out of construction , everything is brand new, the heater is not functioning and  winter is still here. I asked them to fix it many times, I sent sms, emails and talked to a person at the lease office. On my 16th night uncomfortable in the cold in my unit, I sent them an email about it. Plus the elevator didn't work for 3 days and I had to climb stairs to the 5th floor while I had a bad knee issue. While they never fix the heater, they are excited to send me a bill notice with a late fee and a surprise fee that they said they forgot to add on my moving bill that I was given and paid for previously. I understand that I was asked to be patient till they fix the heater, but they could have sent me a message to advise me that the month of April has to be paid at the beginning of the month, not at the end of the month. I Paid the bill right away the moment I found the notice on my door, I was new to this system and really did not want to be late with any bill.  But as Customer Service they could have fixed the Incidents with my unit first and even offer a discount . Today is April 20th, it's now a month since I moved into this apartment and Despite all the steps I took, they still haven't fixed the heating, it's 1:25 in the morning, I'm uncomfortable with the low temperature in the apartment, I can't sleep. I regret that I have a One Year Contract, I would like to change the place as soon as possible, God help me.
