Mark was born and raised in St. Catharines, the second of two sons, to John and Isabel Elliott. Mark’s father was the Executive Director of the Family and Children’s Services of the Niagara Region for over 35 years and Isabel stayed home to look after the boys. Mark attended Grantham High School for several years and graduated from Governor Simcoe Secondary School in the City’s north end. He went on to study Visual Arts at York University, where Mark graduated with a Bachelor of Fine Arts degree with specialized honors as a studio major, receiving the Heinz Jordan Memorial Scholarship in his final year. Mark continues to work as a visual artist to this day, specializing in painting and mixed media works of art. He, along with his wife and fellow artist, Krys Kaczkan, have built and operate their studio in downtown St. Catharines. Krys works fulltime in the studio.;Mark began his business career in Toronto, first as a Gallery Assistant / Preparator with Baux-Xi Gallery, followed by U-Frame-It Ltd. where he designed and constructed franchise stores across Canada and managed the company’s flagship picture framing shop and art gallery in Yorkville. Mark returned to St. Catharines after designing a picture framing shop for Potter and Shaw Ltd. and went on to manage the Frame Shop for five years before opening his own fine custom picture framing store called The Framer’s Workshop, in 1987. He became one of the first in Canada to become recognized as a Certified Picture Framer (CPF) by the international Professional Picture Framers Association in 1984. A St. Catharines business person for over thirty years, Mark is well known for his award-winning home décor / gift store, Elliott & Company, which had evolved from the original framing business and was named Overall Canadian Retailer of the Year in 2005 by the Canadian Gift and Tableware Association. The award highlighted the excellence in customer service, commitment to community, and innovation in marketing and retail, that both he and his wife had become renown for. ;Mark became involved in municipal politics in 2006, and represented St. Patrick’s Ward 4, covering central and west central St. Catharines, as a City Councillor, until 2018. Considered one of the prime architects of St. Catharines downtown revitalization, Mark led in the creation and implementation of the Creative Cluster Master Plan to rejuvenate the City's urban core and led the design, development and construction of the FirstOntario Performing Arts Centre, the largest infrastructure project in the history of the city. He was the recipient of the “Making A Difference Award” at the 2019 St. Catharines Arts Awards, for his contribution to Arts and Culture in St. Catharines. He is an advocate for new urbanism and has been the champion of urban forestry, active transportation, sustainability, accessibility along with arts and culture.;As a full-time REALTOR®, Mark is knowledgeable in the history and dynamics of Niagara and its neighborhoods and has an excellent understanding of provincial and municipal planning, zoning and by-laws.
